Meeting opened at 6:30 p.m. by President Flickner with the reciting of the Pledge of Allegiance.
Minutes of the October 7, 2024 Council Meeting and October 7, 2024 Public Adoption Hearing
for the 2025 Budget reviewed. Council Member Braaksma made a motion to approve the
minutes. Council Member Stewart seconded the motion. Motion passed with a vote of 5 ayes and
0 nays.
CITIZEN COMMENTS
Michelle Lagastee from the Jasper County Trails Club presented a master plan survey of park trails throughout Jasper County which was distributed to Council.
DEPARTMENT REPORTS:
UTILITIES
Joshua Longest reported:
Hydrants were flushed in October.
He took a week of vacation in October.
There was a leaky valve repaired at Michigan and North Iowa Streets.
The Town is experiencing a lot of broken radios. He suggested the Council consider
recouping our loss because each radio costs Two Hundred Fifty Dollars ($250.00).
Brought up the issue of raising water tap fees to be cost of parts plus One Thousand Dollars ($1,000.00). Town Manager Cripe will research how the last tap fee increase was completed.
High Service Pump #2 is lagging. Council approved getting High Service Pump #2 repaired or replaced.
Mark Jones reported:
An air line on the bialac was repaired.
The sulfur dioxide pumps have been pulled for the year.
Sludge will be hauled tomorrow.
The wastewater plant recently had an IDEM inspection and all was good.
STREETS - Don Schuh reported:
Picking up sticks is slowing down for the year and leaf vacuuming is picking up.
The transmission in the White International dump needs to be replaced. A quote from Bahler Repair was presented for Six Thousand Twenty-three Dollars Sixty-eight Cents ($6,023.68). Discussion heard. Clerk-Treasurer Budde informed Council an additional appropriation will need to be completed to fund this purchase for 2024. Council Member Stewart moved to approve the installation of a new transmission in the White International dump truck by Bahler Repair in the sum of Six Thousand Twenty-three Dollars Sixty-eight Cents ($6,023.68). Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.
POLICE - Marshal Schuetzenhofer reported:
A copy of the monthly police department report was presented to Council. A copy is on file with the Office of Clerk-Treasurer.
Deputy Baird will enter the Police Academy the 2nd week of January 2025, which will be for sixteen (16) weeks.
FIRE –Mike Martin reported:
A copy of the monthly fire department report was presented to Council. A copy is on file with the Office of Clerk-Treasurer.
The annual chili and pork burger dinner will be December 7, 2024 from 11:00 a.m. to 3:00 p.m.
The new gear washer has been installed.
PARK – Dale Budde reported:
All doors on Shelter 3 have been removed. Shelter 3 and the press boxes are ready to remodel.
All shelters have been winterized. He will complete winterization on the concession stand this month.
He’s helping with leaf vacuuming.
TOWN MANAGER - Jonathan Cripe reported:
Informed Council they need to decide whether to allow chickens inside the corporate town limits of Remington. He will complete additional research and requested that this item be tabled to the December 2, 2024 Council meeting.
811 has changed the locate tickets. All tickets must now have an online response entered timely. Town Manager Cripe, Miranda Hathaway, and Joshua Longest are working on a system.

Town Manager Cripe said these accounts were rental accounts and we have no Social Security Numbers for the accounts. Council Member Schambach moved to approve the write off of the above-stated accounts/amounts. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.
Provided a quote from Reach Alert Communication System which will notify Town
residents that choose to sign up if there is a boil order or other notifications. The Town can have 750 households on the basic tier. The first year’s cost is Eight Hundred Seventy-nine Dollars Seventy-five Cents ($879.75); the second year’s cost is One Thousand Seven Hundred Twenty-three Dollars Fifty Cents ($1,723.50). This issue was tabled to the December 2, 2024 Council meeting.
Reported that the new park enhancements are currently in the fundraising phase.
TOWN ATTORNEY – Rebecca Goddard reported:
She’s working with the Town Manager regarding the chicken issue.
She attended the BZA meeting last month.
OLD BUSINESS – None
NEW BUSINESS:
2025 proposed meeting dates presented. Vice President Panpel moved to approve the 2025 Council meeting dates. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.
A Certificate of Appointment to the Remington Carpenter Township Library was presented requesting Council to appoint Kirby Leman to a four year term on the
Remington Carpenter Township Public Library Board beginning January 1, 2025. No
discussion heard. Council Member Stewart moved to approve the appointment of Kirby Leman to the Remington Carpenter Township Public Library Board for a term of four (4) years starting January 1, 2025. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.
Discussion heard regarding the need to continue the Service Building Board meetings. Council Member Schambach moved to dissolve the Service Building Board. Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.
CLERK-TREASURER
October Payroll Distribution Report presented and reviewed. No discussion heard.
Council Member Stewart moved to approve the October Payroll Distribution Report.
Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.
September Combined Receipt/APV Report presented and reviewed. No discussion
heard. Council Member Stewart moved to approve the September Combined
Receipt/APV Report. Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.
Presented the 2025 TIF Spending Plan. Clerk-Treasurer Budde informed Council the
spending plan was approved by the Redevelopment Board at the meeting held earlier tonight and that she is presenting this report to Council. Pursuant to statute, the 2025 TIF Spending Plan will be uploaded into Gateway.
Council Member Stewart moved to approve the claims as presented for November. Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.
