Remington Town Council Meeting


Time: 6:30 p.m.

Place: Remington Depot/16 E. South Railroad Street/Remington, Indiana 47977


Members Present


Susan Flickner; President, Dana Pampel; Vice President, James Stewart, Robert Braaksma, Alan Schambach


Others Present


Mark Jones, Joshua Longest, Dale Budde, John Schuetzenhofer, Mike Martin, Jeff Phillips, Sandy Miller, Jonathan Cripe, Rebecca Goddard, and Terri Budde.


The meeting was opened at 6:30 p.m. by Susan Flickner with the reciting of the Pledge of Allegiance


Council Elections:


Council Member Braaksma made a motion to keep the President (Susan Flickner) and Vice President (Dana Pampel) positions the same for 2023. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.


Council Committee Appointments


Vice President Pampel moved to approve the following Council Committee appointments:


Trees – Alan Schambach

Streets – Susan Flickner

Police – James Stewart


Council Member Braaksma seconded the motion. Motion passed with 4 ayes and 0 nays.


Employee Appointments


Council Member Stewart moved to approve the following employee appointments for 2023: Jonathan Cripe; Town Manager, Mark Jones; Utility Superintendent, Joshua Longest; Assistant Utility Technician and Building Inspector, John Schuetzenhofer; Town Marshal, Mike Powell; Deputy Marshal, Dale Budde; Park/Street Laborer, and Miranda Hathaway; Utility Billing Clerk. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.



KIRPC Appointment


Jonathan Cripe was appointed as the KIRPC representative for the Town of Remington.


Park Board Appointment


Council Member Stewart moved to appoint Tommy Allegrini to the Remington Park Board for a term of four (4) years. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.


Redevelopment Committee


Council Member Braaksma moved to appoint Stephen Kinsell, Brad Ulyat, Ronald Wilken, Betty Vaughan, Kathryn O’Neall, and Rachel Cantrell (School board appt.) to the Redevelopment Committee for a period of one year. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.


Plan Commission


Vice President Pampel moved to appoint Carol Brown, Barb Harper, Brian Melchi, and Jon Schwab, to the Plan Commission for 2023. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.


Cemetery Board


Council Member Braaksma moved to appoint Dale Budde, Mark Jones, and Luke Neidlinger to the Cemetery Board for 2023. Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.


Tree Board


Council Member Stewart moved to appoint Dale Budde, Alan Schambach, and Bryan Overstreet to the Tree Board for 2023. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.


Town Attorneys


Council Member Stewart moved to appoint the Law Firm of Patrick Ryan (Patrick Ryan and Rebecca Goddard) as town attorneys for 2023. Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.


Council Member Braaksma moved to approve the Council minutes from December 19, 2022. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.


CITIZEN COMMENTS

None


RWCDC/MAIN STREET – Sandy Miller

  • The annual report has been completed and turned in.

  • The final food pantry at Wolcott is this month.

  • RWCDC has a meeting tomorrow evening at 6:00 p.m.

  • RWCDC raised $4,268.00 that was donated to the Tri-County backpack program.



TOWN MANAGER – Jonathan Cripe reported:

  • The Town will be renewing the cemetery mowing contract with Deno Landscaping for 2023.

  • He is working on renewing the farm contracts on the fire station and wastewater farm ground.

  • Recently sought information from IPEP medical insurance plan. The Town will complete paperwork to see if we can reduce our medical insurance cost.

  • There will be a town hall renovation progress meeting Thursday.

  • Thursday, January 19, 2023 at 6:00 p.m. at the Tobias Room of the Remington Library the Town will hold a public comment meeting on windmills being allowed into the Town’s buffer zone.

  • Monday, January 16, 2023 will be the first Service Building meeting of 2023.

  • Jonathan, Josh Longest, and Miranda Hathaway are completing a billing audit.

  • Joshua Longest and Jonathan have joined IABO.

  • Jonathan has joined the Indiana ADA & Title IC Coordinator Association. He is required to attend at least 1 training per year.

  • He is in the process of applying for a Community Crossing Match Grant. The Town will seek $120,000.00 from the State of Indiana this year.



TOWN ATTORNEY – Rebecca Goddard

  • She is reviewing the redistricting and the ordinance that was passed in 2021. More information will follow.

  • She received the resolution to complete the sale of the Tahoe but didn’t have time to print it out. She will forward the resolution to Clerk-Treasurer Budde.


DEPARTMENTS:


UTILITIES – Mark Jones, Joshua Longest


Mark Jones reported:

  • The bitter cold in December caused a lot of chaos.

  • After being told alum won’t freeze, he’s found out it does, in fact, freeze. He spent 7 days trying to figure that out and solve the issue.


Joshua Longest reported:

  • The White County Booster is up and running. There are some parts that need to be fixed.

  • He fixed 2 water leaks in town last month.


STREETS/PARK – Dale Budde reported:

  • The Town recently had someone living in a tent in the men’s restroom of Shelter #2 at the town park. The person and gear have been removed.

  • In December they plowed snow and he cleaned gutters at the Service Building.


POLICE – John Schuetzenhofer reported:

  • Monthly reports for December 2022 and the year 2022 presented to Council. Copies of said reports are on file with the Office of Clerk-Treasurer.

  • He has found someone who is interested in working as a part-time deputy.


FIRE – Mike Martin reported:

  • Monthly report for December 2022 presented to Council. A copy of said report is on file with the Office of Clerk-Treasurer.

  • Mike Martin will remain the fire chief for 2023. Zachary Lanning will be the Assistant Fire Chief.

  • The physicals for the police and fire department have been set: Blood draws will be February 7, 2023. Physicals will be conducted on March 6 and 7, 2023.

CLERK-TREASURER

  • Declaratory Resolution 2023-01-09-001 was presented setting the dates and times of Council meetings and authorizing the Clerk-Treasurer to make timely payments and invest Town monies. No discussion heard. Council Member Stewart moved to approve Declaratory Resolution 2023-01-09-001. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Resolution 2023-01-09-002 establishing the mileage rate to be paid by the Town was presented. No discussion heard. It was noted that the federal mileage rate for 2023 is .65.5 per mile. Council Member Schambach made a motion to approve Resolution 2023-01-09-002 establishing the 2023 mileage rate for the Town. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Resolution 2023-01-09-003, Town Election Resolution, presented. No discussion heard. Council Member Braaksma moved to approve Resolution 2023-01-09-003, Town Election Resolution. Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.

  • December 2022 Fund Analysis and Reconcilement presented. No discussion heard. Council Member Schambach moved to approve the December 2022 Fund Analysis and Reconcilement. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.


Council Member Stewart moved to approve the claims as presented for January. Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.


There being no further business to discuss, the meeting was adjourned at 7:05 p.m.
